Member: Executive Committee; Agriculture and Business Outreach Committee; Finance and Insurance Committee; Water Planning and Stewardship Committee; Communications and Legislation Committee.

Water industry affiliations:

Lewinger has been general manager of the Fallbrook Public Utility District since May 1999.  He has represented the district on the San Diego County Water Authority’s board of directors since 2001 and was Chair of the Authority’s Water Planning Committee.

Prior to joining the Fallbrook district, he was general manager of the Otay Water District.

Lewinger is a registered civil engineer in the State of California and a member of the American Institute of Certified Planners.  He was a member of San Diego LAFCO’s Special District Advisory Committee from 2002-2008.  He was a member of the Governor’s Recycled Water Task Force.  He is currently on ACWA’s Board of Directors as Vice-Chair of Region 10, has been Chairman of ACWA's Water Reclamation and Reuse Committee, a member of ACWA’s Legislative Committee, a member of the California and National Boards of Directors of the WateReuse Association, President of the California Section of the WateReuse Association, and a member of AWWA's Water Reuse Committee.
